A 16-year-old boy was arrested this past Wednesday on suspicion of harassing a 18-year-old senior high school girl on her way home in Koshigaya, Saitama, Japan. On the night of December 1st, the boy was walking closely behind a schoolgirl along the street. The underage perv was charged with throwing up the victims skirt and yanking her panties down as she was walking home.The suspect fled the scene of the crime when the girl began to scream blue murder. Police later identified him from security camera footage and eyewitness reports. He confessed to all charges, saying that he just couldn't resist fondling a girl's privates.
